(Photo by Kevin Winter/Getty Images) Getty Images A Brief History Lesson The Arroyo Seco was one of the Los Angeles River tributaries explored by Captain Gaspar de Portola, a Spanish officer and the first governor of California, in the late summer and fall of 1770. He named the stream Arroyo Seco, because for all the canyons he had seen, this one had the least water. The Arroyo Seco region can be considered by historical accounts as the birthplace of Pasadena. By 1821 the area passed from Spanish to Mexican control.
