Tether Expands in Southeast Asia with Da Nang City Blockchain and Digital Asset Partnership
Tether signed a landmark MoU with Da Nang City to develop blockchain-driven governance.

Tether, the world’s largest digital asset company and issuer of the USDT stablecoin, has signed a Memorandum of Understanding (MoU) with the People’s Committee of Da Nang City, Vietnam.
The agreement marks a strategic partnership aimed at promoting blockchain integration, responsible innovation, and the modernization of digital governance. Under the new MoU, Tether and Da Nang City will collaborate to explore the use of blockchain and peer-to-peer technology in public administration.

Both sides plan to create a framework for responsible adoption, focusing on transparency and efficiency. The partnership also aims to use international standards, similar to those followed under Tether’s Plan B initiative, to ensure that new systems remain compliant and secure.
The cooperation reflects Da Nang’s ambition to transform into a regional technology powerhouse. As one of Vietnam’s most progressive cities, Da Nang has been actively pursuing digital transformation across sectors, including finance, education, and public services.
Tether’s Role in Shaping Da Nang’s Digital Ecosystem
One of the key elements of the MoU is related to building regulatory and operational infrastructure around blockchain and digital assets. Tether will work together with Da Nang’s authorities in formulating regulations related to tokenization of real-world assets (RWAs), blockchain sandboxes, and asset-backed systems, according to the press statement.
This will open up opportunities for pilot projects involving the use of digital assets in a secure manner in real-life situations such as land registration, public records, and financial settlements. It will also assist in developing standards pertaining to responsible use of peer-to-peer technology in public as well as private institutions.
Tether’s experience in connecting traditional finance with innovative blockchain technology is also likely to prove highly beneficial in this new alliance. CEO Paolo Ardoino stated that this partnership is aimed at building robust digital ecosystems efficiently and in line with global standards.
Building Knowledge and Capacity Through Education
Besides forming policies, an important aspect of this agreement is related to education. Tether and Da Nang will establish a number of courses related to blockchain technology, artificial intelligence, and digital payments. This will be done in collaboration with a number of research institutes in Vietnam.
The initiative also aims at improving financial inclusion through the creation of a more open payments infrastructure. Through the improvement of transactional infrastructure, it is intended that micro and small businesses will be empowered.
