Nevertheless, it’s important to pay close attention to the lines that do include the word “payline” and read between these paylines to understand the significance of this latest change to the NIH under the Trump administration. The Word Payline Appears Only In The Second Half Of The NIH Announcement The first appearance of the word “payline” in the 583-word announcement is at the 341st word. That’s within a line that says, “NIH ICOs will not rely on funding paylines in developing pay plans.” Here NIH ICOs stands for Institutes, Centers and Offices.
