Under the draft plan, crypto assets would carry a 100% risk capital charge, meaning insurers must hold capital equal to the full value of such holdings. Stablecoins would face risk charges tied to the fiat currency they’re pegged to. The proposal is scheduled for public consultation in early 2026, before being presented to lawmakers.
