The Midnight Foundation brings its zero-knowledge proof network, founded by Cardano creator Charles Hoskinson.

Together, the two organizations built a vertically integrated privacy stack for real-world whistleblowing. Their collaboration produced a tool that verifies submissions without ever identifying the person behind them.

Zero-knowledge proofs allow Vera Report to confirm a submitter is real without revealing who they are. This technology is powered entirely by the Midnight Network at the protocol level.

The Launch Addresses a Growing Global Fraud and Accountability Crisis

The two organizations timed their launch against a backdrop of mounting global fraud losses and rising demand for government accountability.

A Government Blockchain Association report found U.S. federal fraud losses between $750 billion and $1 trillion annually.

DOJ False Claims Act recoveries hit $6.8 billion in fiscal year 2025, the highest single-year total on record. Of that figure, $5.3 billion originated directly from whistleblower-initiated cases.

Despite those numbers, 31% of employees still fear retaliation for reporting wrongdoing. That fear remains the most persistent obstacle standing between fraud and exposure.
